None of Penetration force of xenon lamp or a halogen lamp is either good or bad. Xenon and halogen ,in fact, only two different lighting system(principle of lighting). This issue is just relevant to (k value).Because CT(color temperature) is constant value only K cares .Generally speaking, color temperature lower penetration power better. On the contrary, the higher the temperature penetration worse.

European Union have strict rules for LED color temperature. the highest color temperature is not more than 5000K.The relationship between the color temperature and light color are probably as follows:
3000K- golden yellow;
4000K- yellow with white;
5000K – white;
6000K – white slightly with blue;
8000K- blue;
10000K- violet.
